I bought AVerTV™ CardBus MCE in Poland for 210 złoty, about $70. The quality is pretty good as long as you have good reception. The quality is definitely not HD, but it seems to be good. It is not super sharp though. If you get close to the screen, you can see that it is not perfect. You can take pics of screenshots and you can record. I have not bothered to record yet. The software is average, not superb. The delay when you switch channels is annoying. I have no control, and that is even more annoying. I have like 6 channels here in Poland though. I guess I would recommend AVerTV™ CardBus MCE if you cannot get an HD card for your laptop.
